Tier 2 countries are split into two groups - those whose governments do not fully comply with the standard, but are making an effort to meet minimum requirements and those on the watch list who are countries lacking evidence of increasing efforts and whose number of victims keeps significantly increasing. Tier 2 examples are Afghanistan, Brazil, Colombia, and Nigeria. Watch list countries include Belize, China, Pakistan, and Ukraine. North Korea, Russia, and Venezuela would be categorized under Tier 3 for making no efforts to comply with TVPA standards.
In this paper, the three systems of government that will be discussed are the United States, Belize, and Russia. The United States is categorized under Tier 1 while Belize is a Tier 2 Watch list country and Russia is considered Tier 3. A reason behind picking Belize is that according to the 2014 Trafficking in Persons Report, Belize was a Tier 2 Watch List nation. Over the course of a few years, they managed to move back to a Tier 2 Watchlist after being named Tier 3 in 2003. Despite the difference in tiers, each country experiences some sort of trafficking and the type of government by which they operate under influence the way they handle the issue, specifically sex trafficking and forced labor.
The United States is the second largest democracy in the world and considered to be one of the wealthiest with a strong, stable military. It runs under a presidential system meaning that the president, who is head of both state and government, and legislature have fixed terms and elections dates are usually not altered. Our democracy has a checks and balance system between the three branches. The legislative, executive, and judicial branch each has its own duties and responsibilities. Congress has two parts- the Senate and the House of Representatives, and these two are in charge of writing laws, which make up the legislative branch. After the laws are written, it is the executive branch's responsibility to enforce them. In this branch, the president is the one who is in charge of seeing this gets done. The judicial branch is given the task of interpreting laws and giving them meanings.
Despite all the laws and legislation passed since 1994 to prevent and put a stop to trafficking, it continues to occur in the United States. Vicki Zito, mother of a survivor of trafficking, said "The fact is human trafficking is happening right here, right now, in the United States, probably in any city where anybody lives. Just because you don't know anything about it doesn't mean it's not happening." Up to 18,000 people are trafficked into the United States annually and another couple hundred thousand are trafficked out. Due to its large population, California tends to be a popular state where this illegal activity goes on.
