This has led to a set of approaches devised by nations to deal with cyber war. Three of these approaches will be discussed in the following part of the report.
5.1 Training and Education
As cyber operations play an important role in national security, it is crucial to build a robust cyber workforce in order to protect the nation. As such, there is a growing need for highly trained and specialized cyber warriors to engage in defensive operations. Promoting general awareness, education and extensive trainings across the nation are thus critical to build a pool of qualified cyber warriors.
Example 1 CyberCity in U.S.
CyberCity is used by the U.S. military to teach their cyber warriors on the ways to defend their cities and military attacks. It is built by Skoudis and SANS Institute using Supervisory Control and Data Acquisition (SCADA) systems from Rockwell Automation's Allen-Bradley unit, Siemens, and Phoenix Contact (Torrisi, 2014). SCADA systems is an industrial automation control system at the core of many modern industries (Inductive Automation, 2016). It deploys multiple software and hardware elements that allow monitoring, gathering and processing data, interaction with and controlling machines and devices such as motors which are connected through Human-Machine Interface (HMI) software, and recording events into a log file (Inductive Automation, 2016). CyberCity replicates real-world problems using many small versions of the industrial control systems that are used throughout the industrialized world to run power grids, factories etc (Torrisi, 2014). It simulates a number of different nightmare scenarios such as attacks on power generation facilities (Torrisi, 2014).
Example 2 Magshimim Leumit in Israel
Magshimim Leumit is a national program to train outstanding pupils aged 16-18 from the periphery in Israel for cyber warfare (The National Cyber Bureau, 2016). It is a three-year long program under the stewardship of the Israeli security forces and is supported by the National Cyber Bureau, with the cooperation of the Rashi Foundation (The National Cyber Bureau, 2016). Participants are exposed to current knowledge in the cyber field, which is taught to them by counselors and experts from IDF units and from academia (The National Cyber Bureau, 2016). The study plan focuses on developing skills in computer languages and building algorithmic thought processes, understanding the structure of computers and the internet, and developing the ability to analyze computerized systems and develop creative thought (The National Cyber Bureau, 2016).
5.2 Developing and increasing cyber defense capacity
In order to protect against and react to cyber-attacks against communications and command systems infrastructure, many countries have included the development of offensive cyber capabilities in their defence planning and budgets for cyber defence.
Example 1 United States
US has launched its Cyber Command (USCYBERCOM), a military subcommand under US Strategic Command, in 2010 in response to threats to the military cyber infrastructure (Cirlig, 2014). It brings together the cyber components of the US Navy, US Marine Corps, the army and air force into a unified command, making it one of the largest cyber-defence organisations in the world (Cirlig, 2014).
